Not quite the right URL, I think.
The RBL (Realtime Blackhole List) is one of several lists run
by MAPS (www.mail-abuse.org). MAPS also runs the RSS (a list
of "open relay" systems known to have been abused by spammers)
and the DUL (list of dialup IP addresses).
ORBS maintains a list of "open relay" sites, similar to the MAPS
RSS in many respects. The ORBS list is somewhat more aggressive
(it'll list sites which test out as being open, even if they have
not ever been used/abused by spammers).
I think it's highly desireable for sites which use the RBL, RSS,
DUL, and/or ORBS for mail filtering, to actually indicate _which_
list the banned system was found on. All of these lists-of-hosts
can be subject to occasional "false positive" listings, and it's
very useful for sysadmins to be able to figure out which list their
host is on so they can contact the list administrator.
For what it's worth, I plugged the apparent IP address of Joerg's
relay system into the MAPS and ORBS database lookup pages, and none
of them had that address on file. This could mean that it _was_
listed, and has since been fixed... or it could mean that there was
a lookup problem when Prodigy tried to check the database, and
Prodigy banned the mail by mistake.
