My current house has a fire hydrant out front.  Do you think if I could tap
into it I could get faster transfer rates, or does it have to go through my
meter?

One thing I'd be very concerned about is the shared nature of the connection
and whether available bandwidth is affected by drought or water rationing.
Sure, you probably have fast connections now, but what about at 7 am when
everyone is taking a shower?
