I would disagree here. The government has specifically listened to the
farmers which I think is where they whent wrong.
Hind sight is a wonderful thing, but FMD could easily have been
erradicated with mass vacciniation programmes. The larger farms did not
want this as this would destroy their export market of around 600Million
a year (figure is incorrect but around that level).
You also have to consider that farmers get market value compensation for
any animals destroyed so there are some elements that were happy to have
their animals destroyed (Farming is not as financially rewarding as it
used to be and many farms were close to the brink of financial collapse).
So the government let the MAFF (which mainly represents large farms)
decide the course of action. To blame the governement (and I can't see how
you could blame any government when it handed the handling of this
emergency) is a bit of a poor excuse.
There are many issues here. Farming is a government subsidised industry.
Through taxation, each person in the UK subsidises the farm industry
indirectly. While this is still the case and the true cost of farm produce
is not reflected then this will always be a problem.
I am sure that had the UK declared that we will not destroy any animals,
but innoculate, and there will be no compensation (why should there be?)
then you would have had stronger support from the MAFF for this idea.
You should also ask why farmers had no insurance against this type of
thing? Because in such an event they would be compensated.
What this obscures is that the UK gets far more income from Tourism than
farming. This crisis has literally obliterated that income. This is far
more significant.

Talked to the Farmers! The current government we have seems to think that
discussion is a sin of some type...
