Obviously a society without children won't survive too long. I don't think
that was Paris' point.
Anyone involved in local politics or government would understand that the
smaller a residential population is the easier it is on the tax base to
support it. So most business-friendly communities prefer a lower
population. This is the failure of most cities, too many people to support
and the costliest of those people are its children. Most communities spend
50% of their tax dollars on Education (PS: most people forget that welfare
is a state/federal program while Education is paid for locally - here in the
US anyway.)
If that is what Paris was getting at, he is indeed correct. I don't think
anyone would suggest that no children is a good idea. Children are the
future (isn't that a lame pop song) and provide for our long-term viability
as a nation/community, but in the short term there is no question that they
are a financial drain regardless of welfare status.

In order for Society and the Economy to progress useful work must be done.
People between say 18 and 55 do the majority of the useful work in society.
The workforce.
Children eventually grow to become the workforce.
Without Children and a steady birthrate, the workforce dwindles.
Thus useful work in the country slows.
Hence the economy suffers.
That is how children help the country, and why you should be concerned with
children.
If you still have difficulty understanding the concept, I can demonstrate it
to you using simple algebra.
If you find a way to make an exact duplicate of someone ad-infiinitum at
whatever age they are presently at then go for it.
