Thanks for that.  I needed it.

I have spent an inordinate amount of time trying to understand this very
problem, and I have come up with some very deeply-rooted and non-obvious
answers of which I am absolutely certain.  The answers are disappointing and
not easily solved, if at all on a national level.  Due to the nature of
these answers and out of respect to the group, I think it would be best if
