Isn't a government that has to constantly monitor it's citizen's
communications a government that no longer represents it's people???

What about it? If I post a message on a real bulletin board (ie, the cork
board variety), there is nothing stoping anyone from 'saving' those messages
for years. Well, nothing but a life I guess.
