I don't listen to Rush often enough to defend him but
when I do listen or read his Website I'm truley
impressed.

Since I'm not a dittohead I don't have the book Al
Franken refers to, but here's the quote according to
Al:
'I defy you to name one government program, other than
the military, that has done any good to alleviate any
problem it's set out to solve. Hmm? Time's up.'
I don't know if I'd dislike a guy for saying that.
But I see it could go both ways. Nothing pops into my
head, I'll need to give it more thought.

He was refering to one football player in particular.
That's as much as I know about it.

Well here's the quotes:
"This is no different than what happens at the Skull
and Bones initiation and we're going to ruin people's
lives over it and we're going to hamper our military
effort, and then we are going to really hammer them
because they had a good time. You know, these people
are being fired at every day. I'm talking about people
having a good time, these people, you ever heard of
emotional release? You ever heard of need to blow some
steam off?"
"Sounds to me in the context of war this is pretty
good intimidation ... Maybe the people who ordered
this are pretty smart. Maybe the people who executed
this pulled off a brilliant maneuver. Nobody got hurt.
Nobody got physically injured. But boy there was a lot
of humiliation of people who are trying to kill us --
in ways they hold dear. Sounds pretty effective to me
if you look at us in the right context"
So the answer is yes, he did say it.
