Until recently one or more browsers didn't support it... and I could
swear actually that the standard for CSS didn't include height until
recently either (and that the standard for HTML never did but browsers
did it anyway)...
For a good while (maybe erroneously) the lack of %-height
specification in either html or css was one of my biggest pet peeves.
