There is a story in the middle east where some 'people' kidnapped some
Russians. The response? Russian agents grabbed family members of the
kidnappers and started throwing in body parts till the kidnappers released
their hostages. There were never any Russians kidnapped in the middle east
again. I guess that this was the idea for the 'protective custody'.

As for the quote, there are a number of sources saying something close to
it. But if you think that it's not going on, just replace Russia with Israel
and you hear it every single day from everything from major media outlets to
politicians. 16 innocent civilians killed on a bus? it was Israel's fault
for killing a terrorist days/weeks/months/whatever earlier. A school bus
full of youngsters shot with a missile that crippled those who weren't
killed? Well, it was Israel's fault for having settlements in the disputed
territories. Kids killed outside a night club? Israel's fault. Mothers and
babies killed at a pizza parlor? Israel's fault. Never the fault of
terrorists alone. Always a moral equivalent.

And whether you agree with his cause or not, that does indeed describe the
terrorists at Beslan. I do not believe that anyone could find what they did
just or right, no matter what the root "cause." Much as I cannot fathom what
the Russian govt was thinking when they rounded up family members of current
and former Chechen "seperatist" leaders and held them in "protective
custody" shortly after the incident at Beslan began. It seems some were
beaten and mistreated while in "protective custody." That they were all
released at the end of the incident is a good thing, but what was the true
purpose of rounding them up in the first place? Bargaining chips?

>"Well, it was russia's own fault for the event because of chechnia" Like
>the kids in the school have anything to do with it.

I'd like to see the source of this quote. This reporter has an editor that
needs to seriously reconsider his career.
