That is inherent to all enrichment facilities because it is just a feature of the process. Basically a centrifuge enrichment plant it is just a cascade of centrifuges where every step removes about X percent of the U238 and Y percent of the U235, with X > Y. If you run whatever comes out of it through the same cascade over and over again eventually you will have an infinitely small quantity of pure U235.
