Actually, I think that I am being the most realistic person here when I say I believe that they already have sufficient enriched uranium to build bombs.

Reprocessing fuel is not a requirement for building nuclear devices.

So far the real trick has been selling it, not getting away. And selling it is not the issue when it is 'stolen on order'.
