The UN can't do a thing about this situation because neither party
wants peace.  Granted the Palestinians are led much worse, but it
doesn't materially change anything.

Somebody (the US?) needs to tell both parties that they have 2 choices:

1.) Understand that there will be a Palestine and an Israel.  Now
let's figure out when and where, or
2.) Keep killing each other and whine about the horrible nature of the
other guy.

If Israel were serious about peace they would come up with a fair
proposal and facilitate some type of vote on who Palestinians would
like to negotiate the agreements.  If they pick Mr. Arafat so be it. 
Then they would put the entire negotiation on TV.

If the negotiations came to an impasse, they could allow the UN
security council to break it and agree that any judgements stand.

Or ...

they could both agree to binding arbitration.  Get 5 western, 5 Arab,
and 5 Asian countries to review proposals from both sides and then
come up with a fair proposal.  Whatever they decide sticks.
