It's the Palestinians who are not stopping their own citizens from attacking. Israel has been bending backwards for peace. They're now trying to do it unilaterally with a move that's shocking the country and still it's not enough for anyone.
Point is, the UN has never sent ANY sort of condemnation to the Palestinians for their support of terrorism.
