"Nothing"? I remember the Clinton years being somewhat more active than that. It's five in the morning and I'm exhausted, but I remember quite a bit of action in Somalia and Iraq during the Clinton years for starters.
However as far as Iraq went Clinton did exactly the correct thing as far as I'm concerned: maintained the sanctions. He struck when needed, but not excessively. Iraq posed no military threat to us. Even assuming that all of the pre-war propaganda was true and Saddam did have the weapons the administration claimed he was still not an immediate threat that required immediate engagement without a long-term or exit strategy.
