The revolutionaries invented this?

Wasn't it just a fact of ancient warfare that the victors had pretty much
free reign over the vanquished? It seems to me that history is rife with
examples of wholesale massacres of defeated war parties. Applying modern
rules of war (and victory) to ancient conflicts seems like an exercise in
exasperation to me.
