Well, just for fun, I'm going to put in a little question, what if the
electronic machines are the correct numbers, and that non-electronic votes
are the fraudulent ones.

I don't know the answer, and I do think this is odd, however I haven't read
the full study, so once I do that I will be able to discus this better.

So are you saying that only people that were affected by the hurricane did
electronic voting.  This article states that the hurricanes did have a
positive effect on the voting, but not as positive as electronic voting
machines.
