Um Michael, notice the year the late Pierre Burton was referring to?

To quote:
"Pierre Berton, one of Canada's most esteemed journalists, died on
Nov. 30. In tribute, The CJN is reproducing one of his unique
investigative pieces, which appeared in Maclean's magazine on Nov. 1,
1948. Part 1 appears below.

n the wartime winter of 1942, when employers of all kinds were
desperate for men, a young accountant named Norman Lyons, who had been
rejected for military service on medical grounds, started looking for
a job."

It wasn't just Canada at the time, the US, Britian, France, Australia
had the same policy. What is the policy now? What happened in Canada
over 60 years ago is more or less irrelevant now.
