Then it isn't aid. Obviously somebody made a calculation and decided that it 
would be best to support one side or another.

Isn't the US a member of the DAC? Haven't the DAC members agreed to spend 0.7 % 
of GNP in aid? Isn't the US spending less then 0.1 % of GNP in aid?

I think the best long term strategy would be to dismantle all those aid 
projects alltogether at the same pace as the dismantling of trade barriers.
