Depends. The definition varies from school to school. CIS tends to focus
more on Analysis and Design / Architecture / Planning whereas CS focuses
more on computer architecture, programming languages / algortihm design.

Some people do take that line of thinking... usually people who wished they
could get a CS degree but bowed out and joined the business school
instead... at least that's the impression I got. 

Maryland has an excellent program, I looked into it thoroughly and I will be
going after a MS in CS from there as soon as I am done at Strayer. The MS
from Strayer means something yes, but the program at UMD is much more geared
towards what I want to learn.
