Well according to an article in Today's Sacramento Bee newspaper I just read, it may not be as dead as much as postponed. The topic of the article was how this fall's usually low key, off season, state election is going to be a hot bed of politically devise, highly contested, partisan measures with a national audience. One of the big issues pointed to in the article is a proposed restructuring of the state employee's pension policy that is apparently seen by many as a trail run of Bush's Social Security proposal.
