One ironic thing about this discussion is that Skinner was very much
against using punishment as a method of behavior change. As far as he
was concerned all it did was reinforce the behavior of the punishing
agent to use punishment more often. At best it may provide (according
to Skinner, not me) a brief timeout from reinforcement.
