These documents were draft versions of anti-terrorism plans. The drafts 
themselves are preserved in other copies, but the stolen copies had 
handwritten notes from government staffers, and are thus irreplaceable.

Inadvertently mixing them up with other documents in your briefcase 
might be understandable. Hiding them in your clothes is less likely 
inadvertent. Bringing these handwritten national archives home with you 
and cutting them up with scissors seems quite deliberate. (Google News 
search term: berger scissors.)

(For Republican strategy I have no idea, but I've seen that they often 
don't publicize such faults, probably for backstage leverage.)
