I dunno ... I'm not a parent so I wouldn't know, but the girl sounds
like she was out of control.  It also sounds like it's not the first
time the police have had to deal with her.  When someone is out of
control like that what else can you do but restrain them until they
calm down.

What if she would've hurt herself or somebody else, say a child?  Then
there'd be complaints that enough wasn't done to control her.

Sounds to me like you had to be there; I doubt it was some conspiracy
between the principle, teacher, and police.
