I remember hearing this about car MPG in general -- had to do with the 
EPA testing cars in closed-lab, ideal conditions.  Result being the MPG 
posted on the new car fact sheet is an exaggeration for most cars in 
real-world situations.

Haven't heard anything about hybrids specfically, though.
