I would say they are almost definitely inconsistent to some extent.  I don't
know of a battery technology that isn't affected by temperature, for example
- so people in the very cold or very hot areas may see a huge gap (even
discounting changes caused from running the heaters and air conditioners).

My guess is that even in the worst of cases they'll still get great mileage
- but only when compared to other cars, not to their stated numbers.
