A minor crime while a hate crime has a harsher punishment.
A cross burning across the street can have the same affect as one
burning on your lawn.

What if someone stalked your family and published info on when, where
and how to rape and murder your family? Is it good that the cops have
access to the same info because they will know how to protect you?
You could constantly change your schedule to protect yourself so no
harm done. That is if you knew about it.
