I goofed.  It's 3/5ths of a person.  See Article 1, Section 2, Clause 3
of the US Constitution, specifically the bit that says:

whole Number of free Persons, including those bound to Service for a
Term of Years, and excluding Indians not taxed, three fifths of all
other Persons

This was used to determine a State's population for the purposes of
calculating the number of Representatives.
