Many of my colleagues in France (outside of Paris) consider panhandling a job and give money to them. As they see it, if someone is willing to humiliate themselves and live in that manner, then they are essentially wards of the people. Germany and the Benelux countries seem to be the same way. I've never been accosted by the Europeans, even in major cities, or even approached or asked for anything. They mostly just sit with a sign in front of them. In Chicago, however, it was only after living there for years that they stopped approaching me.
