I heard the same report. 

The bombing occured in Bagdad. An Army patrol had just fenced off one
end of a street with razor wire and were handing out candy and toys to
the children of the neighbourhood. A suicide bomber in a car came out
of a side street, rammed a Humvee and detonated the explosives in the
car. About 24 children were killed along with a couple of American
soldiers.

I think the attitude of many locals is that if the American were not
in Iraq, these bombings and killings would not be taking place.
