I cannot believe that any officer is required to arrest or ticket every 
individual that violates even the smallest infraction IE:

Officer: Miss itÂ’s illegal to eat in the Metro
12 year old: oops, sorry officer (drops fries in the garbage) it won't happen 
again
Officer: Thank You... walks off, having done his job.

For a minor infraction they're not going to arrest or ticket anyone without due 
cause. IE: the smart mouth bratty kid. They'd never be able to keep up if this 
wasn't the case. 

This is called officer's discretion, and regardless of what they're mandated 
they'll use it, if for no other reason then to attempt to keep up with 
overload,ever been let off of a ticket with a warning?

There was another case of the same thing in at National Airport and the article 
in the Post stated that she wouldn't have been ticketed or fined if shed just 
kept her mouth shut and complied. Instead she stuffs the candy bar in her mouth 
in plain view of the officer after he asks her to throw it away and comes back 
with the comment "Don't you have any real crimes to bother with?"
