The President can ask! He's the President! He can demand answers. But let's pretend Mr. Bush is the weakest President in history and nobody fessed up. He could immediately have called for an investigation and promised to fire the insolent turn-coat(s) as soon as they were discovered. See the problem? The President has done NOTHING. He didn't insist on an answer from his staff and he didn't immediately call an investigation. He also didn't apologize - which he should've.
