In Virginia VDOT Handles the roads, and they may still contract out, and trash 
depends on where you live, If you have an HOA (grrrr) they'll usually have a 
private company do it.

Around here, road crews are private contractors paid by the city, state, or
federal government to work on the roads.

For Trash Collection I pay a private corporation to come pick up my trash, I
could pay the city to do it, but they charge to much.
