It doesn't matter if you consider God = Creator. What TJ is saying is that our right to Liberty flows from the very act of creation. All men are born free by the very act of their birth, in other words...that freedom need not be bequeathed to them by another man.
"Liberty" is a man made CONCEPT, it would have to be for us to understand it! But TJ's saying we have no cause to grant it or deny it at the point of creation. It's a non-issue whether God is the Creator or the Creator is God.
