Every second term president is a lame duck by definition. The question is whether his agenda is still moving forward. Iraqi elections. CAFTA. Energy Bill. One, possibly two Supreme Court nominations. An Iraqi Constitution on the way, and maybe even a draw-down of U.S. forces in Iraq by mid-2006. And we're still in year one of his second term. >3.) I predicted John Bolton would not be confirmed.
