Because the cop has access to private computer networks that store your 
private information.  If this info is stored right on your tag it's 
available to anyone who takes the time to figure out how to access it.

Also I know personally I do have a problem with the black box on a lot 
of cars now.  People's warranties are invalidated and work not done by 
large companies trying to save money because some guy's foot might get a 
little heavy sometimes?  It's ridiculous.

I mean the whole warranty war with the manufacturers has gotten so bad 
that Mitsubishi actually scanned forums to find people that were racing 
their EVO VIIIs so they didn't have to do warranty work, and Subaru 
offers track days for WRX and WRX STi owners and then tells them they 
won't cover the work if you have raced the car at all.  I mean these are 
performance cars sold to the tuner market.
