No person is altruistic. In fact there's even evidence that the act of charity is selfish since the giver gets a hormone reward. If no person is altruistic, no country is. Helping other countries cannot be measured by dumping money on them and the truth is, a country's welfare ultimately rests on them. You also ignore the billions of non-gov't aid that Americans send and the hundreds of thousands of Americans on missions of charity. That being said, America probably isn't the best helper, but it's far from the worst so what's the problem? Your point is similar to a beggar berating somebody who tosses him coin for not throwing more.
