I wouldn't go that far. Right now everyone is waiting to see what happens so there's really nothing to oppose. That is, you can't oppose something that doesn't exist. Essentially you've got 3 sides all waiting to see what happens with the US giving them security to meet. The outcome may be pro-US, anti-US, or something in-between. This is why you see the Whitehouse is re-defining the metrics for success.
