In a rational world, when you're speaking with someone who understands
the language and has enough command of his body to produce reasonably
consistent communication with people, yes. However, the president has
proven on numerous occasions that he is not capable of producing
reasonably consistent communication, therefore the best that can be
accomplished when interpreting his specific choice of words is a fuzzy
hypothesis about his meaning. "clear and present danger" and
"gathering threat" are similar enough in meaning to be well within the
realm of being interpreted as synonymous with regard to Bush, given
the history of his communication with others.

Hence one significant apolitical reason he never should have been in
the office in the first place... There is a severe language barrier...
He might say "chicken sandwich" and nobody would know he's talking
about nuclear warheads. I seriously hope when other countries go seek
out leaders, they don't go searching for the one guy who's brain is so
disconnected from his mouth that interpreting basic day-to-day speech
is an adventure.
