That's exactly it - a character defining moment. When it hit the fan he had absolutly no idea what to do because he's not a leader, his team is. He is only one component: the outside sales rep. What you saw would be the equivilent of asking an Enron contract salesman what he wants to do about the unaccounted for financial entities and how he'd like to lead the company. You'd get the same blank stare. "Uh, what?" In most ways Mr. Bush is a simple man, a spoiled rich kid who was a failure at his family business. He didn't find his stride until he got off the bottle and got back to the other family business: Politics! With the right people telling him what to say he figured out how to capitalize on his one strength: he's average. So if he combined his natural slacker party guy personality with big ideas from somebody else, he could be a decent politician. It helped enormously that his State only has session once ever 2 years. Before 9/11, he'd been so coached with ideas, policies, and names that he'd never had time to consider that fact that was protecting the entire country. When Mr. Card reportedly whispered, "Mr. President, the country is under attack" he realized, all at once, that he had absolutely no idea what he was doing or what he even should do. So he sat there thinking, "I'm in really deep shit, now. What do I do? What does this mean?" And that's who Mr. Bush is - a really nice guy who likes to party, but one you shouldn't follow into battle.
