So what is the major and governor for then? If Bush is responsable for every 
state, then why bother having any other form of government other than the 
Federal? I think you need to read a bit more on the division of power and 
responsability.
Lets take your arguments apart. Bush is responsable for the federal governments 
response to things. In response to the terrorist attack on NY he created an 
agency to oversee homeland security. Even with this agency, it is NY's 
responsability to police itself.
FEMA is responsable for delivering food/water to storm victims.
The Louisiana police are responsable for upholding the law there. Military 
police are FORBIDDEN to enforce law within the US.
If someone waited in their home for 4 days and was able to move from it, then 
it's their own fault for not leaving in the days of warning before the storm or 
the days after. I saw a pregnant woman in labor swimming to safety before she 
was rescued. If she can do it, then a lot of the able bodies people I see on 
the news can do it. 
Again, you must stop thinking of Bush as God and start looking at where 
responsability lay for each of your points. This is a United States with power 
given to each state, each department and each person. Bush is not a cop, not a 
physician and not a rescue worker. Try looking at their responses first before 
you start climbing the chain to blame Bush.
