Exactly how were they supposed to have responded? Friday morning a convoy 8 miles long showed up to New Orleans. FEMA had been to the other states as well.

Where we disagree is when it becomes federal responsibility. I say it's when the city, county, and State asks for help. When they say to the federal gov't, "We can no longer handle the situation, we need federal help." That's what happened in this case, but the federal gov't didn't respond.
