Exactly how were they supposed to have responded? Friday morning a
convoy 8 miles long showed up to New Orleans. FEMA had been to the other
states as well.

Seems to me that somebody got out of bed and organized and 8 mile convoy
of supplies, maybe that's just me.

Again, I will say: the evacuation plan, the initial response, etc. 
all city, county, and state responsibilities.  We do not disagree
there.

Where we disagree is when it becomes federal responsibility.  I say
it's when the city, county, and State asks for help.  When they say to
the federal gov't, "We can no longer handle the situation, we need
federal help."

That's what happened in this case, but the federal gov't didn't
respond.  That is Mr. Bush's fault.
