Based on the response I have seen, work began immediately upon the declaration of a natural disaster, the people at FEMA began doing what they usually do in times like this.
They made the incorrect assumption that the people of New Orleans and Louisiana would be able to weather the results of what became a category 2 Hurricane by the time it made landfall in that area, for a couple days after the storm. When the President was sworn in, he accepted this responsibility by free will and we trusted him with it (well 53% of us did). When he saw the various failures that all of us did he should have acted quickly and decisively defined as a response time of hours, not days. (remember the Russian sub that went down? Response time of hours from America there.) Leadership, and the responsibility that goes with it means taking ownership. Owning the problem. Yeah, it sucks when an underling fails. But that's leadership, responsibility. If you don't want the burden don't accept it. As to the guy who shot at people, etc. He's responsible for HIS actions, but the lack of law and order is Mr. Bush's. If there is a climate of lawlessness, then someone has failed to lead.
