I could probably deconstruct most of this point by point, but I'm kinda time 
crunched, and I'm sure others will make the same arguments. However, on 
point 5, FEMA paid for the 2004 NOLA hurricane contingency plan, and FEMA 
ignored that plan. Michael Brown and Chertoff are clearly unaware of the 
contents of the plan, since both of them stated repeatedly that the dual 
disaster of a CAT 4 hurricane and a levee breach could not have been 
predicted, when, in fact, that exact scenario is the heart of the plan.

You are correct that Shrub had nothing to do the plan, but he chose those 
who are responsible for the failure to implement it, and if he wants to 
gladhand his buddies and take credit for everything that has gone right, 
then he should be prepared to accept responsibility for what has gone wrong.

And speaking of plans, do you know what kind of plans Karl Rove is making 
now, when people are still dying in New Orleans. He's making plans to undo 
the political damage to Shrub's image. Now that's a useful task for one of 
the most powerful men in this country.
