Um, maybe by going house to house and checking every house? As for
getting the people out, how about boats? Lots of boats? If they had
the people there (which they apparently did, they were just forbidden
to enter the city) and they had plenty of boats (like that load of 20
airboats driven in Wednesday by their owner that has been sitting in a
parking lot ever since) they could have organized a grid and made a
concerted search in the areas most affected by the flooding. Just like
they are doing today.
