You're fully wrong on both counts. 1.) The US Army is permitted to maintain law and order during emergencies if the President approves it. That doesn't mean prosecute, it means protect and defend. In this case the Governor of LA requested, in writing, that the President use federal troops to protect and defend LA and the President agreed. 2.)
