Colloquially, first responders can include the mentioned paramedics and 
EMTs, but also police, firefighters, and any other recue official 
licensed as a first responder.  Technically, it's a certification like 
first aid, CPR, EMT, etc.  It's not actually "first responder", 'cause 
that would make sense.  It's something like "emergency responce".

An EMT is an Emergency Medical Technician.  A paramedic is an EMT-P or 
NREMT-P (nationally registered...).  Paramedics have more training than 
EMTs.  First Responders are less trained than EMTs, but are more trained 
than first aid certified people.
