New Orleans had a plan. Do what could be done on the local level, and turn the management of the emergency over to the feds. Which is exactly what they did. FEMA briefed the Mayor of New Orleans immediately after the storm. The mayor then did an interview with WWL-TV, very similiar to the interview Guiliani did just after the towers collapsed. The govenor of Lousiana then presented FEMA with a list of immediate needs to supplement the list she had provided to them on August 26 and 27. The adminstration would love to spin this as a failure of the local officials. But the media isn't letting them get away with it.
