2 people that should go down for this mess are Blanco and Brown: Blanco for crumbling like sugar cube in a rain storm and Brown for not being ready - especially after the Hurricane Pam studies. The thing that still surprises me is how this issue hasn't been thought through in light of terrorists attacks. Certainly someone must have thought that local response teams might be down or compromised?
