I wouldn't say it was a miracle cure. It could have just been a coincidence.

Hmm, 60s and pyschic research. That could be interesting. What if some
project investigating pyschics became _too_ successful, so they locked
people away. Hence the quarantine warning.

Of course - that wouldn't explain the Black Rock, unless that was
there before the government, or whatever, got involved.
