Actually, no, from what I've recently learned.

Using an extra packet of tea of double-strength a tea that will be diluted
with melting ice is okay, but as you add more and more tea for a small
amount of water, you don't necessarily extract more essence of the full tea
flavor.  For leaf teas, you often end up with just the bitter part of the
essence which is relatively easy to extract, but not the more flavorful
components (the "body" of the tea).

If you need a stronger tea for your tastes, it's best to find a naturally
stronger tea and brew it normally (at least not more than double strength).
